April Fools’ Day may be a special time for jokers.It is not so for the Raghubar Das government in Jharkhand as it has decided not to promote any state government officer who had not declared his/her assets and property.This decision had become operational with effect from April 1,2015.
An order toward this end was issued to the state Personnel Department by Chief Secretary Rajiv Gauba.
This means that declaration of property was made essential for securing promotion by every government staff in Jharkhand.The annual submission of property details was part of the state and the Union government officer’s service code.Yet the promotion was given to the officer who had not followed this service code.
As per the new performa to be filled up by the state government officer,the details regarding the bank account,jewellery,cash,movable and immovable property including motor car,scooter,domestic equipment,electronic machine,bond,share,etc were to be provided and made public.
All IAS,IPS,IFS,State administrative officers and its staff were required to disclose their property detail.Against 206 posts of IAS,187 IAS officers were posted in Jharkhand.Among them,137 IAS officers had already declared their property. The rest 50 IAS officers were yet to do so.
