Janata Dal (S) leader and veteran member of the Legislative Council Basavaraj Horatti has said that House Committees of the State legislature are not serving the purposes for which they were established, and IAS officers and members of committees attend meetings without any preparation. He demanded total revamping of their functioning.
Mr. Horatti, who has over 35 years experience in the functioning of the legislature, in letters to Speaker K.B. Koliwad and Council Chairman D.H. Shankaramurthy, explained the laxity on the part of principal secretaries, secretaries and senior officials in the preparation of agenda and notes of the meetings.
House Committees meet almost every week but there are no fruitful discussions, he said.
He said he was pained by the “irresponsible behaviour” of officials attending meetings, who use cellphones during the meeting. He demanded a ban on cellphones during meetings.
Mr. Horatti said the government should table action taken reports on reports of committees and a system needs to be evolved while posting officials to committees.
