The three-day training programme on ‘Orientation on Rural Development’ was inaugurated by Jharkhand Rural Development Minister Neelkanth Singh Munda at SIRD conference hall in Ranchi today.
The programme is being participated by the Deputy Development Commissioners from all 24 districts in Jharkhand.The programme was attended among others by senior officers including Development Commissioner RS Poddar,Principal Secretary(Rural Development) NN Sinha,Commissioner(MNREGA)B Nizlingappa and Director(SIRD) Praveen Shankar.
“In this high Tech age,every day new experiment was being made.There are so many technologies about which our officers were not aware.To make these schemes known to them,this programme was organised so that they can utilise them at ground zero”,said Munda.
Munda said,Rs 1700 crore was received for MNREGA in the current fiscal year.”We should make use of this sum so that we get more funds in the coming year.Many schemes under MNREGA,Indira Awas and Water Shed were pending though 90 percent works were already done.If senior officers pay attention,junior officers will follow suit”,he said.
Poddar said,this programme is of a new type.”This is happening for the first time.Experience has its own significance.Training has its own significance.It should be appreciated.A system should be made in such a way that instead of English,Hindi was used to make rules and regulations and published after the Panchayat approves them”,said Poddar.
Sinha said that the programme was organised so that the officers learn and make use of technology in league with junior officers.If any body comes demanding work,he can not be denied.In November-December,Panchayat election can take place and as such,the MNREGA schemes should be approved in August-September”,said Sinha.
“Now a live project is coming.Under this,those persons who demand work for more than 100 days will be provided training under skill development so that they can be useful.Whatever type of work,they want to take up,they can learn”,added Sinha.
Commissioner(MNREGA)Nizlingappa spoke giving details of the training related with schemes such as MNREGA,Water Shed and Indira Awas Yojna.
Shankar talked about the Digital India programme coming up with its inauguration by the Prime Minister Narendra Modi on July 1.
