To enforce the Right to Service Act,Gumla has taken the lead.
Gumla Sub Divisional officer Girja Shankar Prasad has written a letter asking his subordinate officials and staff to implement the Act or pay a fine varying between Rs 500 to Rs 5000.
The Act,passed by the Arjun Munda government in 2011,provides effective, time-bound redress of grievances of citizens, delivery of services to the public and making government servants liable in case of default.
Through the induction of bill, the government servants were made answerable in terms of their functions, duties, commitments and obligations towards the people.
In Gumla,SDO Prasad,unlike many of his counterparts in other districts,has taken the initiative.Towards the same end,a press release issued by public relations department in Hindi said as follows:
सेवा का अधिकार अधिनियम 2011 के तहत अनुमंडल पदाधिकारी-सह-जिला नोडल पदाधिकारी गिरिजा शंकर प्रसाद ने पत्र जारी कर जिले के पदाधिकारियों को सेवा अधिकार अधिनियम को कठोरता से लागू करने का निदेश दिया I पत्र में कहा गया है कि सेवा देने में विलंब के लिए दंड की न्यूनतम राशि 500 रुपये व अधिकतम 5000 रुपये तक होगी एवं इसके साथ विभागीय कार्यवाही का संचालन भी किया जाएगा I
अपीलीय प्राधिकार सूची के अनुसार बीडीओ, सीओ के कार्यालय से संबंधित मामलों के प्रथम अपीलीय पदाधिकारी के रूप में एसडीओ व द्धितीय अपीलीय पदाधिकारी के रूप में उपायुक्त नामित होंगे I जिला नोडल पदाधिकारी ने कार्यालय में सेवा के अधिकार से संबंधित आवेदन प्राप्त करने,पंजी का संधारण व स्वीकार हेतु एक लिपिक को प्राधिकृत किए जाने एव अधिनियम से संबंधित सूचना बोर्ड कार्यालयों मे लगाये जाने का निर्देश दिया। उन्होंने कहा कि निधारित समय पर सेवा नहीं मिलती हे तो प्रथम अपीलीय पदाधिकारी के समक्ष इसकी शिकायत की जा सकती है I 15 दिनों में निष्पादन प्रथम अपीलीय के समक्ष नहीं होने पर द्धितीय अपीलीय पदाधिकारी के पास आवेदन किया जा सकता है I
इस अवसर पर विभिन्न सेवाओं से संबंधित अपीलीय प्राधिकार की सूची की विस्तृत जानकारी भी दी गई।
