Lack of Internet,electricity,computer and training hamper e –Panchayat Mission Mode project

Parimal NathwaniFirst the good news.More than 300 functionaries have been imparted training in PRIASoft and PlanPlus.Also 380 Panchayat functionaries and elected members were trained in basic ICT literacy.

In fact,during 2011-12, as many as 23 district Panchayats, 125 blcok-panchayats and 2464 gram Panchayats successfully made voucher entries in PRIASoft; whereas nine district panchayats, 67 block panchayats and 1559 gram panchayats adopted PlanPlus in Jharkhand.

These facts were made public by the Union Minister(Panchayati Raj)V. Kishore Chandra Deo in response to a question raised by the Rajya Sabha Member Parimal Nathwani who wanted to know about the policy of computerization and steps taken to accelerate the pace of computerization in Jharkhand’s panchayats.

Mr. Deo gave on elaborate account of the e-Panchayat Mission Mode Project being implemented by the Ministry.As per the plan,eleven core common software applications were identified.Four of them namely PRIASoft, PlanPlus, National Panchayat Portal and Local Governance Directory were rolled out for public domain,Deo Said.

Deo said that lack of internet connectivity, power, hardware and insufficient number of trained manpower at Gram Panchayat level were contributing factors in the slow progress of computerization of panchayats. He added that workshops and training were organized for state governments’ functionaries, consultants were provided to 25 States to roll out the project and Rs. 38.5 Crore were released to all States/UTs for setting up of Program Management Units at State and District levels for adoption of applications. pe
