A dispute is in the air.The dispute is between the state Human Resource Department(HRD) and the Raj Bhawan over the decision of Governor cum Chancellor Syed Ahmad to constitute a three member committee to search and select suitable candidates for the appointment of two Vice Chancellors and one Pro Vice Chancellor in Jharkhand.
Two post of VC-one in Vinoba Bhabe University(BVU) in Hazaribagh and another in Sido- Kanhu University in Dumka and one post of Pro VC of VBU are either vacant or going to fall vacant soon.
The search committee comprise Chief Secretary RS Sharma,Jharkhand Public Service Commission, Chairman Devashish Gupta and Governor’s Principal Secretary NN Sinha.
Though none of these officials were available for comment,an advertisement in local dailies invited applications from eligible candidates before August 10.This was reportedly held illegal by HRD’s Principal Secretary DK Tiwari on the ground that the managing authorities of the universities was the HRD and as such the right to appoint the VC and the Pro VC was vested with the state government and not the Raj Bhawan.
However the Raj Bhawan thinks it to be nothing illegal. “After all,Chief Secretary RS Sharma represents the state government”,said a Public Relations staff on condition of anonymity. “Even in the past,the search committee set by the Chancellor was involved in appointment of VCs and Pro Vcs.”
