“Come out,(I will)deal with you”,shouted Chandrashekhar Dubey as Jharkhand’s Secretary(Urban Development)Nitin Madan Kulkarni looked sullen.
Kulkarni,an IAS officer,was inside his office chamber in Ranchi at 3.30pm on December 13 when Dubey alongwith his three men barged in.”He used foul language and threatened me saying come out,(I)will deal with you just now”,said Kulkarni.
In his December 14 letter to Chief Secretary SK Choudhary,Kulkarni gave a blow by blow account of the incident and said that due to the misconduct of Dubey,Congress’s MLA from Bishrampur(Palamau),in front of his own men,he was hurt.’I felt insulted”,states Kulkarni in his letter.
In his defence Dubey,who was known for his rude behavior and rowdy conduct,said that two villages in his constituency-Majhigaon and Bishrampur-were notified as falling under the municipal area.This had prompted the municipal body to collect tax from the people.”The electorates were very angry.When I was talking to him(Kulkarni)he adopted a tough and dictatorial attitude.It appeared as if he was a big dictator”,said Dubey.
Asked why the state administration has not taken cognizance of Kulkarni’s complaint and filed FIR against Dubey,Choudhary said:”We are looking into it.”
In any case,this is not a strange case of an MLA misbehaving with officials in Jharkhand.Sample some cases:
- April 18,2011:Congress MLA from Badkagaon Yogendra Sao beat up NTPC official.
- April 21:RJD MLA from Godda Sanjay Yadav beat up Godda Deputy Development Commissioner.
- March 29,2012:BJP MLA Uma Shnakar Akela beat up ASI Louis Minz.
