Four days after winning confidence vote on July 18,Jharkhand Chief Minister Hemant Soren was in the national capital today meeting top brass of the ally Congress.
The issues being discussed involve Cabinet expansion,Common Minimum Programme to be adopted for implementation by the Hemant government in Jharkhand,appointment of Speaker and Principal Secretary to the Chief Minister.
The most contentious issue was related with distribution of portfolios.While the Congress want the Home-police in its kitty,Hemant was not willing to part with it,it is learnt.
Another thorny issue was the appointment of the Chief Minister’s Principal Secretary.Though it should be left to the discretion of the CM,the Congress was not inclined to give him a free hand to select one for the post.This was mainly because it knows PS was the backbone of the CM and if the Congress’s favourite officer was made to man it,the party can control Hemant.
“The idea is to select a competent officer who can deliver.We want CM Hemant to understand, our party has decided to back his government to prove that it can provide a good governance”,said a senior Congress leader.Even Union Rural Development Minister Jai Ram Ramesh gave a hint toward this end in Ranchi yesterday when he met a group of senior officials.
The response of Hemant,who appears to be helpless,was not known.
